That describes suppliers to oil, gas and offshore wind operators, maritime equipment and software firms selling to shipowners and yards, seafood technology providers, engineering consultancies working for grid companies and municipalities, and software companies selling to finance or operations teams in mid-sized Norwegian businesses.
It also suits recruiting specialists, because Norwegian employers often compete for the same small pool of engineers, electricians and developers, and some must look abroad.
It is a poor fit when:

LinkedIn works best alongside them, keeping your name and expertise in front of the buying group between formal steps. In a market this size, layering industry, seniority, function and skills can shrink an audience below what LinkedIn will run. I start with what is known: the accounts your sales team wants, then the roles that influence a purchase, then a check on whether the result is large enough to deliver over several months without exhausting itself.
Language follows the reader. English works well for international energy, maritime and technology audiences, many of whom use LinkedIn in English. Norwegian suits municipalities, smaller companies and domestic trades. Native speakers on your side review every Norwegian line, and Bokmål is the default unless the audience suggests otherwise.
Many Norwegian employers use LinkedIn Ads for hiring as much as for sales. Engineers with offshore experience, qualified trades such as electricians and welders, nurses, developers and project managers are hard to find, and job boards alone often bring too few suitable applicants.

I keep recruitment and sales campaigns separate in structure and budget, because their audiences, messages and success measures differ. Rules on discrimination and equal treatment in job advertising apply, and your HR advisor should confirm wording where there is doubt.
Uploading CRM contacts to LinkedIn as matched audiences helps with retargeting known prospects and excluding customers. It also transfers personal data, so under GDPR, which applies in Norway through the EEA agreement, it needs a legal basis and records of where contacts came from. Your data protection lead decides on that; I keep the upload to the minimum fields and document it.
A company list, which names organizations rather than people, avoids most of that question and is often all an account-based campaign needs.
Sponsored messaging needs particular care. LinkedIn has restricted message ads and conversation ads for European audiences, and availability can change, so I check the current position for Norwegian members before planning around those formats. Separately, Norway's Marketing Control Act restricts unsolicited electronic marketing, with rules that differ for consumers and for business addresses.
