Why Glasgow requirements need a Scottish starting point

Glasgow organizations operate inside devolved rules and public relationships that differ from England's in ways an ERP has to reflect. Early learning and childcare is funded through Scottish councils, with a national standard that funded providers must meet. Social care is commissioned through health and social care partnerships, self-directed support lets people choose how their care is arranged, and care staff register with the Scottish Social Services Council. Waste is regulated by SEPA, and landfill tax in Scotland is a devolved tax administered by Revenue Scotland rather than HMRC.

None of this is exotic, but it seldom appears in the requirement templates vendors hand out, and a system chosen without it ends up propped up by spreadsheets kept beside it. The first job of business analysis here is to find which external rules touch your records, who interprets them for you, and which reports leave the building on a schedule.

Funded nurseries: council hours, paid hours and one set of records

Private and voluntary nurseries across Glasgow deliver funded early learning and childcare under agreements with the council, and many also sell extra hours, holiday care and add-ons to parents. That creates a billing puzzle. The same attendance record has to support a funding claim to the council and an invoice to the parent for anything beyond the funded entitlement, and both must agree with the register the nursery keeps for safety and inspection.

Requirements need to capture how each child's pattern is booked, how funded hours are spread across term time or the whole year, what happens when a child's eligibility changes or a family moves between council areas, and how the council's claim format and deadlines are met. On the parent side, the system must handle deposits, any sibling arrangements you offer and payments arriving from Tax-Free Childcare accounts, which come from a government-held account rather than the parent's bank.

Funding terms may also restrict what can be charged alongside funded hours, so those rules belong in the requirements rather than in a manager's memory. I take the interpretation from your agreement and your council contact, then write it as testable rules. Many nurseries also need to decide whether a specialist childcare system holds the register and parent app while the accounting system holds the ledger, and the fit-gap shows where that boundary works best. Home care and support providers: commissioned hours and registered staff

Glasgow's health and social care partnership commissions care at home and supported living from many independent providers, and people who arrange their own support through self-directed support may buy services directly or through an individual service fund. For a provider, the same visit can therefore be billed to the partnership, to an individual using a direct payment or to an organization managing someone's fund, each with its own rates, paperwork and timetable.

Requirements need to connect records that often live apart: the care package agreed with the funder, the rota that plans visits, and the record of what was actually delivered, whether from electronic call monitoring or staff confirmations. Billing should follow delivered care at the funder's agreed rate, with clear rules for missed, shortened or doubled-up visits, and a reconciliation the partnership's contracts team will accept without a month of queries.

The workforce side is just as Scottish. Care workers must register with the Scottish Social Services Council and keep that registration current, and services are registered with and inspected by the Care Inspectorate. Requirements should cover registration dates, training and supervision records, and the pay commitments attached to commissioned care as your contracts describe them, so payroll and contract reporting draw on one set of data. Service users' records are highly sensitive, so access rules are set with your data protection lead. Specialist care management systems often hold rotas and care notes while the accounting system holds billing and the ledger, and the gap analysis shows where that line should fall.

Skip hire and waste firms: tonnage, transfer notes and landfill costs

Tenement refurbishments, shopfits and construction sites keep Glasgow's skip hire and waste businesses busy, and their records sit under rules that differ from England's in important details. Waste carriers register with SEPA rather than the Environment Agency, transfer notes are needed whenever waste changes hands, and landfill tax in Scotland is charged under Scottish legislation by the landfill operator and passed on through gate fees.

A workable design starts with the life of a container: an order for a skip, a council permit if it will stand on a public road, delivery, exchange or collection, a weighbridge ticket at the transfer station, then onward movement to recycling, recovery or landfill. Each step generates data that pricing, invoicing and compliance depend on, and much of it currently lives in drivers' paperwork and a separate weighbridge program.

Duty of care obligations and any returns to regulators are defined with your compliance lead and checked against current SEPA guidance. How remote business analysis runs, and who signs off

The people who know these processes are rarely at a desk for long. Nursery managers are in rooms with children, care coordinators are juggling rotas, and transfer station staff work the weighbridge. Sessions are therefore short and focused, often built around real paperwork that someone photographs or scans beforehand, and recorded so colleagues can catch up later.

Each requirement carries an owner and a source: the funding agreement clause, the contract schedule, the regulator's guidance or the manager who explained the practice. Interpretations of law, tax or funding terms are never mine to make. They come from your council contact, commissioning officer, accountant or compliance lead, and the document records who confirmed each one. That traceability matters later, when a vendor disputes whether something was in scope.
