Can Odoo Inventory run stock and dispatch for a Portuguese company?
Odoo Inventory can run warehouses, routes, lots and variants for a Portuguese company, but goods moving by road generally need transport documents from approved software, communicated to the tax authority before departure. Whether your Odoo setup may issue them must be confirmed in writing by Odoo or the partner and reviewed by your accountant. I design the stock flows and that boundary, working remotely and independently.

A Portuguese warehouse cannot simply print a delivery slip and load the truck. The transport document, its series, its code and its communication to the tax authority all have to be in place before goods move on the road. Any inventory design that ignores this ends with drivers waiting at the gate.
I start with that boundary and build the rest around it: warehouses and routes, lots for cork and textiles, size and color variants for footwear, and stock held at outside workshops. The work is remote, and I hand the design to your implementer as a specification with tests attached.
The items below concern stock, dispatch and the documents Portuguese rules attach to goods in transit.
I establish, in writing, whether Odoo or a separate approved program issues transport documents, then design how numbers and codes flow back to the Odoo delivery order.
Every reason goods leave a site is listed: sales, transfers between warehouses, goods sent to workshops, returns, samples and consignment, each with the document your accountant expects.
Lot structures for cork by origin and grade, for fabric by dye batch and for finished goods, so a buyer complaint can be traced back to the material behind it.
Size and color variants for footwear and apparel, with stock and replenishment by variant, so a size run can be checked before production or shipment is promised.
Locations for material held by stitching, finishing and dyeing workshops, with the transport documents for goods sent out and returned agreed beforehand with your accountant and tested.
Valuation method, count procedure and the year-end inventory figures your accountant must report, designed so Odoo's numbers can be reconciled with the ledger without manual adjustments.

Under Portuguese rules, a load on a public road is normally accompanied by a transport document produced by suitable software, bearing the code tied to its registered series, and reported to the tax authority ahead of departure. There are exceptions and alternatives your accountant will explain, and the technical details have changed over time. What matters for Odoo is who issues the document.
I do not describe Odoo, or any other product, as holding approval for this. Odoo or your partner must state in writing whether the edition, version and hosting you will run may issue transport documents, and your accountant reviews that statement. Then one of two designs follows:

Portuguese cork processors buy bark from many forests, boil, rest and grade it, and turn it into stoppers, discs, granulate and agglomerates. Wineries that buy stoppers expect traceability and quality evidence, and they will raise a complaint quickly if a batch causes trouble in the bottle. The inventory design has to keep that trail intact.
Decisions I work through with production and quality:
Odoo can hold lots at each stage and connect them through manufacturing orders, so a lot of finished stoppers can be traced back to its raw material. Long resting periods in the yard affect valuation and planning, so finance joins the design. Which quality standards apply is for your quality team to state. Portuguese textile and footwear companies hold stock that multiplies quickly: every model comes in several colors and a full size run, and fabric comes in dye lots that must not be mixed on the same garment order. Odoo handles product variants by attribute, and lots can track dye batches, but the structure needs care to stay usable.
Points I settle with the product and warehouse teams:
Brands often send detailed packing and labeling instructions per order. Odoo can print labels and packing lists, but brand-specific formats may need extra report work, so I list them early. Label text in Portuguese and other languages is prepared by your own staff. If a dedicated fashion system already manages collections and size grids well, Odoo may only need to hold finance and dispatch, and I would compare both setups on the same requirement list.
Much Portuguese manufacturing relies on outside workshops: stitching for footwear, finishing and dyeing for textiles, printing for cork. Goods sent to them remain your stock and normally travel with a transport document, and they come back transformed. Odoo can represent each workshop as a location, so material held outside is always visible, and subcontracting orders can tie what was sent to what came back.

Inventory, with routes, lots, variants and multiple warehouses, is part of Odoo Community. Barcode scanning, some quality steps and certain carrier connectors may depend on Enterprise or Odoo's services. Portugal adds a further angle to the edition and hosting choice, because any role for Odoo in issuing transport documents depends on the written approval status of that exact setup, and custom modules touching documents or numbering may affect it. I design workshop locations and subcontracting flows in Odoo and test that each movement produces the right document.
Lots can record dye batches, and reservation can tie an order to one lot. How strictly the warehouse is prevented from mixing lots depends on configuration and sometimes light customization. I test it on your real orders before go-live. Cutting rooms then see the lot on every order.
Fiscal positions can apply the right taxes for island customers, and deliveries follow normal routes. VAT rates, logistics and documents differ from the mainland, so your accountant confirms the treatment and I test complete shipments from order to invoice.
