No, not as the location address. A Box address handles post, but a map listing needs premises open to visitors or, for trades that go out to customers, a service area with the street address hidden. Keep the Box address on invoices and contact pages where it belongs, and make sure the listing shows the real premises or an honest service area.
First find every listing and confirm who owns it. Then agree ownership with each franchisee, ideally with head office as owner and the franchisee as manager, merge or remove duplicates through the proper channels, and apply one naming and category rule. A franchise agreement clause on listings helps prevent the problem returning when new units open.
Only for towns where you have premises or a genuine service offer with something specific to say. A page that only swaps Uppsala for Örebro is a doorway page and can harm the whole site. Where the content would be identical, one well-written service area page listing the regions you cover usually works better.
