UAE search queries rarely fit neatly into one language. An English speaker may type a service name, an Emirati customer may use Arabic script, and many people write Arabic words in Latin letters, sometimes with numbers standing in for Arabic sounds. Queries also switch language halfway, for example an English product name followed by an Arabic location. A keyword list built only from English research misses much of that intent, while a direct translation of English keywords produces terms few people type.
I research each language separately and group keywords by what the searcher wants to do: buy, book, compare or contact. Arabic and English usually get their own campaigns, so budgets, ad copy and landing pages stay matched to the reader. Transliterated spellings are tested as their own keyword groups and kept only where search terms show real demand.
The UAE also produces a lot of searches that look commercial but are not. People look for jobs, visas, salaries and free templates using the same words your buyers use. Shared negative keyword lists, reviewed against actual search terms every week, keep those clicks out. The engagement runs in English, and any Arabic ad text is written or checked by native speakers on your team before it goes live.
Location targeting in the UAE needs more thought than ticking a country box. Google can show ads to people physically in a place or to people who show interest in it, and the default setting often includes both. For a clinic in Sharjah or a contractor working only in Abu Dhabi, an ad served to a tourist in Dubai Marina or to a person abroad researching a move is a wasted click.
I set targeting by the area you genuinely serve, and I split campaigns by emirate when service coverage, pricing or response capacity differ between them. Where interest-based targeting makes sense, such as a relocation service or a school recruiting families from overseas, it gets its own campaign with its own budget, so the results are visible rather than blended.
Many UAE companies also sell into Saudi Arabia, Qatar, Oman, Kuwait or Bahrain from a regional office. Running all of that in one campaign hides which country produces inquiries. I prefer separate campaigns per country, with keywords and ad copy adjusted to local terms and with your sales coverage in each market confirmed first. Many UAE buyers prefer to message a business rather than fill in a form. That makes the WhatsApp click-to-chat button one of the most important conversion points, and one of the hardest to measure. A click on the button only shows intent to chat. It does not show that a conversation started, let alone that the person was a genuine buyer.
I treat the click as a secondary action and build a way to connect the conversation that follows. A common method is a prefilled message carrying a short reference, combined with a WhatsApp Business setup that logs conversations into your CRM. Calls are measured through call assets and, where it suits you, call tracking on the website. Forms capture the Google click identifier and source fields.

Tracking also has to respect privacy rules. Federal data protection law, some free zone regimes and consent expectations affect cookies, enhanced conversions and how lead data is shared with ad platforms. I configure consent mode and tagging so your legal advisor can review it, and they confirm what applies to your business.
An Arabic ad that sends people to an English page loses much of its value. Where you run Arabic campaigns, the landing page should be in Arabic, laid out right to left, with forms, phone fields, buttons and the WhatsApp link working properly in that direction. I check mixed text, such as product codes or brand names inside Arabic sentences, because it often displays in the wrong order. The page should repeat the promise the ad made, show the emirates you cover and make the next step obvious on a phone.
Some UAE sectors carry extra advertising rules. Real estate, healthcare, financial services and education can be affected both by Google's own advertising policies and by permits or content rules from local authorities, and requirements may differ between emirates. Ads for these sectors can be limited or disapproved if claims, disclosures or verification steps are missing.

Performance Max can find demand that keyword lists miss, but in the UAE it can also spend heavily on brand searches, low-quality placements and visitors outside your service area. It learns from your conversion data, so if the only signal is a WhatsApp button click, it will chase more button clicks. My default is to start with well-structured Search campaigns, then test Performance Max once CRM-based conversions are flowing, with brand exclusions and location settings reviewed.
Budget pacing in the UAE follows the calendar. Search behavior and working hours shift around Ramadan and Eid, summer travel thins demand in some sectors, and the busy season for events, property and education brings more competition. I plan these shifts with you in advance, adjusting budgets and schedules rather than letting campaigns overspend early in the month.
