Meta is strongest when people do not yet know they need you, or when a decision is visual, social and fast. In the UAE that covers restaurants, salons, gyms, clinics, schools recruiting families, home services, furniture and fashion retailers, event organizers and property launches. It also suits recruitment campaigns for frontline roles, and retargeting for B2B firms whose website visitors need a reminder after they leave.
It is a weaker fit when your buyers are a short list of procurement managers, when the purchase starts with a specific search, or when your team cannot answer messages quickly. In those cases Google Ads in the UAE or LinkedIn Ads in the UAE usually deserve the first share of budget, with Meta used for retargeting.
I start each engagement by asking a plain question: what does a good lead look like, and how many can your team handle? The answer decides the objective, the form type and the audience size. A clinic with two front desk staff needs a different setup from a developer with a call center. I would rather recommend a smaller Meta budget, or none at all, than build campaigns your team cannot follow up.
The UAE audience is not one market. Emirati nationals, Arab residents from across the region, South Asian and Filipino communities, European residents and tourists respond to different faces, offers, price framing and tone. A single English video with Arabic subtitles rarely speaks well to all of them.
I plan creative in sets: a core offer, then variants by audience and language. Arabic copy should read naturally to the audience it targets, and Gulf readers notice when text is translated word for word from English. Where your customers include large communities who prefer another language, a separate variant in that language can be tested. The engagement runs in English. Every Arabic or community-language caption passes through a mother-tongue reviewer, either on your staff or at a local studio, before it is published.
Cultural and seasonal context matters too. Ramadan changes when and how people use their phones, and creative tone shifts around Eid, national celebrations and the summer travel period. Imagery, dress and humor need care, and ads that ignore local norms draw negative comments and hides that hurt delivery. I build a creative calendar with you in advance, so each season gets work made for it rather than a reused summer ad.
Many UAE customers would rather message than fill in a form, which makes click-to-WhatsApp ads a natural format. The difficulty is measurement. Meta reports that a conversation started, but it does not know whether the person asked a serious question, booked an appointment or disappeared after one message.
Closing that gap needs a WhatsApp Business Platform setup through a provider that passes the ad referral details into each new conversation. From there the chat can create or update a lead in your CRM, tagged with the campaign and ad that produced it. Without that link, campaigns optimize toward people who like to start chats, which is not the same as people who buy. I also look at the operational side: who answers chats, how quickly, in which language and outside office hours. A greeting message, quick replies and a clear handover from an automated reply to a person make a measurable difference to how many chats turn into customers. Message templates and opt-in for later follow-up need to follow WhatsApp's own policies, which I build into the setup.
Meta instant forms are quick to fill in, which is both their strength and their weakness. In the UAE they often produce names with wrong numbers, people who expected a price list rather than a call, and duplicate entries from the same household. I add qualifying questions that genuinely filter, such as the emirate, the timeframe or the type of property or treatment, and test higher-intent form settings against a landing page in the same audience.
Some sectors need extra care. Meta applies special ad category rules to housing, employment and financial products, which limit who you can target by age, gender, narrow location radius and detailed interests, depending on how the ad is classified. Health and wellness advertisers face limits on sensitive data and on certain targeting. Separately, UAE authorities regulate advertising in sectors such as real estate, healthcare and finance, and there are licensing rules for people and businesses that advertise on social media. Requirements can differ by emirate and change over time.

Hashed customer details sent through the Conversions API or uploaded as custom audiences are still personal data, so consent wording, cookie choices and the legal basis for sharing need review. Ownership is the other point. Ad accounts sometimes sit in an agency's or a former employee's Business Manager, leaving the company unable to see its own history. Your Business Manager, ad account, pixel, catalog and WhatsApp number should belong to your company, with people added as needed and removed when they leave.
