How does a Zoho People consultant help a Dutch employer?
For a Dutch employer, a Zoho People consultant configures leave types that follow the contract or collective agreement, sickness reporting that keeps medical details out of the system, schedules for permanent and flexible staff, and an export to the payroll provider. Before rollout, your advisor confirms whether the works council must approve the system. I design and test it remotely, independent of Zoho, with Dutch policy text checked by native speakers.

Dutch HR administration has its own vocabulary: statutory and extra-statutory leave days, a collective labor agreement that may set hours and allowances, sickness procedures run with an occupational health service, and a workforce that often mixes permanent employees with agency, on-call and payrolled staff.
Zoho People can handle the daily side of this, from leave requests to schedules and onboarding, if those rules are written down and approved before configuration starts.

Dutch leave administration has a wrinkle that trips up generic HR setups: statutory leave days and extra-statutory days can follow different expiry and carry-over rules. On top of that, many employers are covered by a collective labor agreement that adds days, defines working hours or sets special leave for events such as moving house or family occasions. Which rules apply to your staff is for your HR advisor or employment lawyer to confirm.
In Zoho People I translate their written position into separate leave types rather than one combined balance. That allows:
Opening balances are the riskiest moment. I calculate them per employee from your current records, have HR and, where needed, the payroll provider confirm them, and only then publish them in self-service.
Dutch sickness procedures give employers, employees and the occupational health service distinct roles, with a structured reintegration path for longer absences. Data protection guidance in the Netherlands, including the views of the Autoriteit Persoonsgegevens, limits what an employer itself should record about an employee's health. Your advisor should confirm the current position, but the design consequence is clear: Zoho People should hold absence dates and status, not diagnoses.

Documents from the occupational health service usually belong in that service's system or a restricted HR file, not in fields visible to managers. I set access roles so line managers see only that a team member is absent and expected dates, nothing more.
Dutch workforces in logistics, retail, hospitality and production frequently combine permanent employees with agency workers, on-call staff and payrolled employees whose legal employer is another company. Each group has different rights and different paperwork, and their hours flow to different places: an agency invoices for its workers, while your own payroll pays employees.

Whether a worker is employed by you, the agency or a payroll company is a legal question. My contribution is a structure that records the answer consistently, so reports on headcount and hours are not distorted by mixing groups. Many Dutch employers above a certain size have a works council, and systems that record attendance, presence or performance can fall within the matters on which the council has a say, possibly including a consent right. Whether that applies to your rollout, and how the council should be involved, is for your employment lawyer or HR advisor to confirm. I prepare the material they need: what Zoho People will record, which roles can see what, retention periods and whether any feature could be used to monitor behavior.
Planning that review into the timeline avoids the worst outcome, a configured system that cannot be switched on.
Payroll is the other boundary. Dutch payroll, wage tax filings and pension contributions sit with a payroll provider or your accountant's payroll service. Zoho's payroll application is limited to certain markets, so get written confirmation from Zoho about Dutch coverage before counting on it. Otherwise I design a period export of starters, leavers, contract changes, unpaid leave and approved hours, agreed with the provider and reconciled on the first run.
Journals from payroll reach the ledger through Zoho Books for Dutch companies or your existing accounting package. Hosting is confirmed at account creation, because Zoho fixes the data center region then, and I file Zoho's answer with your processing records.
Zoho People is a practical choice for Dutch SMEs and international companies with a modest Dutch headcount. It is the wrong tool in some situations:
Language is a practical factor too. Employees expect policies and notifications in Dutch, and managers may prefer English. Zoho People supports multiple languages in its interface, but your own policy texts, templates and email wording need translation. The engagement runs in English, and the Dutch versions are prepared or proofread by fluent Dutch speakers in your HR team or a partner firm before staff see them.
