How can a Zoho People consultant help a Norwegian employer?

A Zoho People consultant helps a Norwegian employer model rotation and shift patterns, record self-declared and doctor-confirmed sick leave with follow-up reminders, and pass approved absence to the payroll provider that handles holiday pay and employer reporting. I also prepare the case for discussing attendance tracking with employee representatives and keep personal data within EEA expectations. I work remotely and independently of Zoho; the engagement runs in English.

Norwegian service, engineering and installation companies often have staff on rotation, on site with clients or spread across several regions. HR then juggles shift plans in spreadsheets, sick notes by text message and holiday requests in email, while the payroll provider waits for figures at the end of each month.

Rotation schedules and Norwegian working hours rules

The Working Environment Act sets limits on working hours, overtime and rest periods, and allows some variation through averaging arrangements, which may require agreement with employee representatives or approval from the authorities. Offshore suppliers, construction firms, health and care providers and transport companies often run rotations that depend on those arrangements. What is permitted in your case is a question for HR and your employment advisor. My job is to make the schedule in Zoho People reflect what they have approved.

The configuration work covers:

  • Shift patterns: day, evening and night shifts, plus longer on and off rotations, assigned by crew or location.
  • Planned versus actual: the published plan kept separate from hours actually worked, so overtime is visible rather than buried.
  • Allowances: shift, night or weekend markers that payroll needs, recorded as data rather than calculated in Zoho People.
  • Monitoring reports: views that compare actual hours with the thresholds HR has entered, so supervisors see breaches early.

Zoho People's shift features and their depth can vary by plan, so I confirm them with Zoho or the partner before committing to a design. Where rotation rules are complex enough that native settings cannot express them, a custom report or a small Zoho Creator extension may be needed, and I will say so early.

Holiday days in Zoho People, holiday pay in payroll

Norway separates two things that other countries often combine: the right to time off and the money paid for it. Under the Holiday Act, holiday pay is earned on the previous year's pay and paid out by payroll, often in place of ordinary salary in a set month. Zoho People should not attempt any of that calculation.

What Zoho People can own well is the time-off side:

  • holiday days requested, approved and taken, against the entitlement HR has set for each group
  • the main summer holiday period, planned early so crews and client commitments are covered
  • any extra days granted by a collective agreement or company policy, kept as a separate leave type
  • transfers of unused days to the next year, where your policy or an agreement permits them

Payroll runs elsewhere. Zoho Payroll is not offered in every country, so confirm its status for Norway with Zoho; I plan on your existing payroll system, whether part of an accounting package or run by a bureau. The monthly report to the authorities, tax deductions, holiday pay and pension contributions all happen there. I define the export of approved absence and overtime, the cut-off date and a reconciliation report, so the payroll provider receives the same figures HR sees. Sick leave, self-declaration and follow-up duties

Norwegian employers deal with two kinds of sick leave: short absences employees declare themselves, within limits the employer or an agreement sets, and longer absences backed by a doctor's certificate. The employer pays sick pay for an initial period before the welfare administration takes over, and the employer has follow-up duties, including a follow-up plan and dialogue meetings at set stages. The exact rules and timings are for HR and your advisor to confirm.

In Zoho People I set this up so the routine runs itself:

  • Separate absence types for self-declared and doctor-confirmed leave, so remaining self-declaration days and payroll treatment are clear.
  • Partial sick leave recorded as a percentage of normal hours where the certificate allows part-time work.
  • Follow-up tasks created automatically when an absence passes the stage HR defines, assigned to the line manager with HR copied.
  • No diagnosis: medical information stays out of the system; only dates, extent and the follow-up steps taken are recorded.

The welfare administration's own systems and forms remain outside Zoho People. If your payroll provider submits sick pay claims, the absence export must give them dates and extent in their format. I test this with one real absence case before go-live.

Control measures, employee representatives and EEA data

Norwegian rules on control measures in working life matter when an HR system starts recording when and where people work. Attendance check-in by mobile, location capture, or reports that track individual activity may count as control measures, which generally need a legitimate purpose, proportionality and discussion with employee representatives before introduction. Your HR advisor or lawyer decides how these rules apply to you. I make sure the design gives them something concrete to assess.

The briefing I prepare explains which attendance method is proposed and why, what data each role can see, how long records are kept, and which features are deliberately left off. If the discussion leads to dropping location capture or narrowing manager access, that change is easier to accept before configuration than after.

Norway is in the EEA, so GDPR applies through the EEA agreement, and the Norwegian data protection authority issues its own guidance. In Zoho People that means:

  • national identity numbers and account numbers limited to whoever runs HR administration and pay
  • deletion of leavers' records after a period your privacy lead fixes, triggered automatically
  • a tested export for employee access requests

Zoho offers several hosting regions, one inside the EU. Ask Zoho or the partner where your account was placed and whether that meets your EEA data requirements, and record the answer.

Onboarding, HSE certificates and where Zoho People stops

For a Norwegian contractor or service company, onboarding is partly about safety. Before someone goes to a site, managers need to know that safety training, equipment courses and any industry cards are in place and current. Zoho People can hold a register of these certificates on each employee record, with expiry dates and reminders, and onboarding checklists that include them alongside the contract, tax details and IT access.

Workers from outside Norway add steps such as residence permits or identification numbers for tax purposes. Those rules belong with HR or a specialist advisor, but the checklist can require the documents before a start date is confirmed.

Policies and self-service texts usually need Norwegian versions. The engagement runs in English, while Norwegian wording is drafted or reviewed by Norwegian speakers among your staff or at a local partner firm.

Zoho People has limits in Norway:

  • Complex tariff agreements with many allowances may be easier in a Norwegian workforce management and payroll suite.
  • Large employers needing HR, scheduling and payroll in one locally maintained product may prefer that route.
  • Formal HSE management, deviation reporting and risk assessment usually need a dedicated system or a Zoho Creator application.
