Zoho People for German employers and works councils

How should a German employer set up Zoho People?

A German employer should set up Zoho People only after the works council, where one exists, has seen what the system records and who can read it. A Zoho People consultant then models leave entitlements, state public holidays, working time records and sickness notifications, and hands absence data to the DATEV-based payroll run by your Steuerberater or payroll provider. I do this remotely and independently.

In a German company an HR system is rarely just an HR decision. If a Betriebsrat exists, attendance tracking, timesheets and performance reviews are matters it will normally expect to discuss before employees use them, and many companies settle the details in a works agreement. Planning for that conversation early avoids a stalled rollout.

I prepare the material that conversation needs: which data Zoho People collects, which reports exist, who sees what, and which features stay switched off. Leave rules, state holiday calendars and the payroll handoff are then configured inside that agreed scope, not the other way round.

The work is remote and the engagement runs in English. German policy texts, employee notices and any works agreement wording are drafted or checked by native speakers in your HR team, your employment lawyer or a German implementer you already trust.

Works Council Pack

A plain description of every Zoho People module you plan to use, the data each records, the reports available and the roles that can read them, so management and the Betriebsrat discuss facts rather than assumptions.

What the Betriebsrat will want to see before Zoho People goes live

German works councils generally have a co-determination right over technical systems that are capable of monitoring employee behavior or performance. An HR system with attendance logs, timesheets, login history and appraisal forms clearly falls into that discussion, whether or not anyone intends to monitor anything. Your employment lawyer advises on the legal position; my part is to make the system transparent.

The pack I prepare covers:

  • Module scope. Which Zoho People modules are active, and which stay off for now, such as performance reviews or location-based check-in.
  • Data inventory. Every field and log the active modules record, including system logs that administrators can read.
  • Reports and dashboards. What exists, who can open it, and which standard reports you deliberately remove.
  • Role matrix. What HR, line managers, employees and administrators may view, edit or export.
  • Later changes. How new modules or reports are proposed and agreed, so the system does not drift past the agreement.

Where the works agreement sets limits, I translate them into configuration and test them, for example that a line manager cannot open the attendance history of employees outside their team. Without a works council, the same pack still supports GDPR transparency and employee trust.

Leave entitlements, state holidays and absence types

German leave rules look simple until they meet real contracts. Statutory minimum leave sits beside contractual extra days, part-time staff working fewer weekdays need pro-rated entitlements, and carry-over and expiry depend on statute, case law and your own contracts. I take the rules from your HR lead and lawyer, write them as a policy table, and only then create leave types in Zoho People.

Public holidays are the second layer. They differ between federal states, and a few apply only in parts of a state, so an employee in Munich and one in Hamburg do not share a calendar. Each work location in Zoho People gets its own holiday list, which HR maintains every year.

Absence types need careful naming and minimal data:

  • Sickness with a confirmation status, since employers now retrieve electronic sick notes from health insurers for many employees. The diagnosis never belongs in Zoho People.
  • Parental leave and maternity protection periods, which can affect entitlements in ways your advisor should confirm.
  • Special leave for events your contracts or collective agreement grant.
  • Short-time work or unpaid leave, flagged for payroll rather than calculated in Zoho People.

Each type is tested against real employee scenarios before balances go live.

Recording working time in Zoho People

German labor courts have indicated that employers need a system for recording employees' working time, and the legislative detail has been under discussion. What exactly you must record, for which groups and in what form is a question for your employment lawyer. My job is to make sure Zoho People records it reliably once the requirement is clear.

Zoho People supports check-in and check-out from the browser, the mobile app and attendance devices, along with shift schedules and overtime rules. The design choices I settle with HR:

  • Which groups clock in and out, and which record hours by self-declaration, for example staff on trust-based working time.
  • How breaks are captured, and how rest period rules are flagged for review rather than silently corrected.
  • Whether mobile check-in uses location data at all. This is often a works council question in itself.
  • How corrections are requested and approved, so the record stays traceable.
  • Which overtime figures go to payroll and which only feed time-off-in-lieu balances.

Where a company already runs dedicated time terminals, or a collective agreement with complex shift premiums, I check whether Zoho People should hold the record or only receive totals. Sometimes a specialist time system is the cleaner answer, and I say so.

Payroll stays with DATEV, the Steuerberater or a payroll provider

German payroll involves wage tax, social insurance reporting and frequent rule changes, and it is typically run by the Steuerberater in DATEV or by a payroll provider. Zoho Payroll exists, but only for selected markets; get a written answer from Zoho on Germany before anyone plans around it. Unless Zoho confirms otherwise, I design Zoho People as the source of HR inputs and leave payroll where it is.

The interface needs agreement on four points:

  • Master data changes. New hires, leavers, address and bank detail changes, weekly hours and cost center moves, each sent with an effective date.
  • Monthly variables. Unpaid leave, sickness that affects pay, overtime and allowances, in the layout the payroll side requests.
  • Cut-off. The day HR closes the month in Zoho People, after which changes roll into the next period.
  • Return path. The payroll journal arriving in the ledger, whether that is Zoho Books or the advisor's records, as covered on my Zoho Books Germany page.

I test the export with a real month and ask the payroll side to confirm every figure before the old process is retired. Salary amounts themselves stay out of Zoho People unless HR has a clear reason to hold them there, which keeps the access model simpler.

When Zoho People is not the right HR system for a German company

Zoho People can serve German service companies, agencies and sales subsidiaries well. I advise against it, or against parts of it, when:

  • A collective agreement drives pay and time rules so complex that shift premiums, time accounts and allowances need a dedicated workforce management system.
  • The parent group mandates a global HR platform. A local Zoho People island then duplicates employee data and weakens group reporting.
  • Management and the Betriebsrat reach no agreement on the setup. Pausing is wiser than switching modules on regardless.
  • HR and payroll must sit in one German system, in which case an HR suite built around German payroll deserves a comparison.

Questions About Zoho People Consultant Germany

If your company has a Betriebsrat, systems that can monitor behavior or performance are normally subject to its co-determination, and Zoho People with attendance and timesheets typically qualifies. Your employment lawyer confirms the position. I prepare the factual description of modules, data, reports and roles the discussion needs, then configure the system to match whatever is agreed.

Plan on no unless Zoho tells you otherwise. Zoho's own payroll product is sold in a limited set of countries, and Germany should not be assumed to be one of them. Typically, Zoho People supplies absences, overtime and master data changes to a DATEV-based payroll at your Steuerberater or a payroll provider, through an export tested with a real month.

Each work location can carry its own holiday calendar, so staff in Bavaria, Berlin or North Rhine-Westphalia see the holidays that apply to them. HR maintains the lists each year, and I set up the location structure so an employee who changes site moves to the right calendar automatically.

Zoho can host an organization in its EU region, but that choice is made once, at sign-up. Before HR data is loaded, I confirm which region your account uses, and your data protection officer reviews Zoho's data processing terms and sub-processor list. Health details such as diagnoses should never enter Zoho People, whatever the region.

The engagement runs in English. I write the policy structure and configuration notes; native German speakers in HR, your employment lawyer or a local implementer draft and check the German wording of leave policies, notices and any works agreement annex before employees see them.
