Which parts of Zoho People need a Philippine-specific design?

For a Philippine employer, a Zoho People consultant builds rosters for night and rotating shifts that follow client time zones, keeps the holiday calendar current as proclamations are issued, collects pre-employment documents and government ID numbers, tracks probation reviews, and hands clean attendance data to the payroll provider that computes contributions and withholding. Rules come from your HR and legal advisors; the setup is designed and tested remotely.

A Philippine outsourcing or shared services operation runs on two clocks. Agents and analysts work hours set by clients in other time zones, often overnight, while HR, payroll and government contributions follow local rules and the local calendar. When rosters live in one spreadsheet and leave requests in a chat thread, the payroll cut-off becomes a weekly argument.

Overnight rosters built around client accounts

Contact centers and back-office operations in the Philippines often staff each client program to that client's business day, which can mean a shift that starts in the evening and ends after sunrise. Rest days rotate, coverage changes when a client adds volume, and some agents move between programs. Zoho People can hold this, but only if the roster design reflects how workforce management actually plans seats.

The structure I propose:

  • Shift templates per program, named after the account or line of business, so a change to one client's hours does not touch another.
  • Shifts that cross midnight attributed to a defined workday, agreed with payroll before configuration, because this choice affects how holiday and night hours are counted.
  • Roster publishing by team leads for their own teams, with HR able to see the whole floor.
  • Swap and change requests approved in the system, not agreed in chat and forgotten.

If a dedicated workforce management or dialer platform already produces schedules and login data, Zoho People should not compete with it. In that case I design an import of approved schedules and worked hours, so Zoho People stays the HR record and the specialist tool keeps doing forecasting and real-time adherence.

Holiday calendars, night work and what payroll computes

The Philippine holiday list is not fixed at the start of the year. Regular holidays and special days are set by law and proclamation, additional days can be declared during the year, and some localities observe their own. Night work and work on rest days and holidays can carry different pay treatment under the Labor Code and your policies. All of this has to be confirmed by your HR or legal advisor, and the calculation belongs to payroll.

Zoho People's job is to make sure payroll receives facts it can trust:

  • One person owns the holiday calendar, with a routine to add newly proclaimed days before the next cut-off.
  • Holiday types are labeled the way your payroll provider distinguishes them, so worked hours on each type arrive separately.
  • Night hours are flagged from the shift times rather than typed by team leads.
  • Exceptions are closed before the cut-off date, and late approvals are flagged for the following period.

SSS, PhilHealth and Pag-IBIG contributions, withholding tax on compensation and thirteenth month pay are computed by your payroll provider, whose software is kept current with contribution tables. Whether Zoho Payroll is offered for Philippine employers, and with what coverage, is something to confirm with Zoho or a partner at the time you decide. Pre-employment documents, probation and regularization

High-volume hiring creates a paper problem. A new hire class may start together, and each recruit owes the employer a set of documents: government ID numbers for tax and contributions, clearances, medical results, signed policies and contracts. HR then has to track who is still missing what, while operations wants the class on the floor.

In Zoho People I set up:

  • Onboarding checklists by role or program, listing the documents your HR policy requires and who verifies each one.
  • Self-service upload for recruits, with reminders until the file is complete and HR verification before items are marked done.
  • Restricted storage so scans of IDs and medical results are visible to HR, not to every team lead.
  • Probation review tasks generated from the hire date, with an evaluation form completed by the team lead and reviewed by HR well before the probation period ends.

The length of probation and the standards for regularization are matters for your employment contracts and legal advisor. I configure the review timing and the forms they approve, and I make sure the decision and its date are recorded on the employee record, because that history matters if a decision is ever questioned.

Employee data under the Data Privacy Act

Philippine employers handle sensitive personal information about staff, including government numbers, health information and family details for benefits. The Data Privacy Act and the guidance of the National Privacy Commission shape how that information is collected, stored, accessed and retained. How those duties apply to your workforce is a call for your data protection officer and counsel, and the HR system should make their calls easy to follow day to day.

What I configure and document:

  • Role-based access that separates HR, payroll, team leads and managers, with sensitive fields hidden from roles that do not need them.
  • Export controls so bulk employee lists cannot be downloaded by every administrator.
  • Retention routines for applicant and former employee records, following the periods your advisor sets.
  • Data center confirmation: which Zoho data center your account sits in, recorded so your data protection officer can assess cross-border transfer questions.

Outsourcing providers carry an extra layer, because clients abroad may impose their own security and privacy terms on how agent data is handled. I list those contract requirements next to the local ones so the access design satisfies both.

Where policies or acknowledgment forms are issued in Filipino or a regional language, the engagement runs in English, and a Filipino-speaking member of your HR staff or a local partner reviews each translated version before staff are asked to acknowledge it.

When a Philippine employer needs more than Zoho People

Zoho People suits many Philippine service companies with office, hybrid and shift-based staff. It is worth comparing alternatives in these cases:

  • Very large operations floors. Where thousands of seats are scheduled to the interval, a workforce management platform does the scheduling and Zoho People, if used at all, holds the HR record.
  • One local vendor for HR and payroll. Some employers prefer a Philippine HR and payroll product that computes contributions and produces government reports in one place. That can be a sensible choice, and I will say so.
  • Group HR standards. A captive center of a foreign group may be required to use the parent's HR platform.
  • Complex allowances and benefits. Many allowance types, loans and deductions belong in payroll, not in an HR app.

Since I have no Zoho partnership, license margin or referral fee riding on the answer, a Philippine payroll-and-HR suite can win the comparison without any awkwardness. Zoho plans and features change, so I confirm what your edition includes with Zoho or the partner handling your subscription before designing around it.
