A Lisbon or Porto company that targets Portuguese speakers without tight location rules can pay for clicks from São Paulo or Recife, and its keyword ideas may come back full of Brazilian phrasing that buyers in Portugal would not use. Getting the split right is the first job in almost any Portuguese account.

Google Ads does not offer separate language targeting for European and Brazilian Portuguese. Both appear as Portuguese, so language settings cannot keep Brazilian searchers out. Location settings have to do that work. The location option is switched to people physically in Portugal, not those who merely show interest in it, and I review the country report regularly to confirm nothing leaks.
Vocabulary needs a more careful touch than many guides suggest. Brazilian and European Portuguese use different words for everyday items such as a mobile phone, a bus or a train, and keyword tools often propose the Brazilian version first. For campaigns aimed at Portugal, I build keyword lists on European Portuguese and remove Brazilian suggestions that bring the wrong intent.
There is a catch. A large Brazilian community lives and works in Portugal, and its members may search with Brazilian phrasing while being perfectly good customers. Blanket negatives on Brazilian words can therefore exclude real buyers inside your market. My rule is to let location settings handle geography and to use vocabulary negatives only where a term clearly signals something you do not offer.

Portugal is compact, but demand is not spread evenly. Lisbon and Porto concentrate many B2B buyers, while industrial clusters in the Centro and North have their own suppliers and competitors. For service businesses with a limited area, location targeting by district or radius keeps spend where you can deliver. Madeira and the Azores often have different delivery terms, so they can be included, excluded or given their own landing page details depending on how you serve them.
Portuguese companies frequently sell beyond their borders, from manufacturers selling components into Spain and France to technology and services firms selling to the UK, Germany or the Nordics. Each of those markets deserves its own campaign, with keywords in the buyer's language, ads written by native speakers, a budget of its own and a landing page that explains how you serve that country. Mixing them into a single campaign hides which market works and lets the cheapest clicks win.

A click is cheap compared with a qualified opportunity, and a form fill is not a customer. If Google Ads only learns from forms, bidding optimizes for whoever fills in forms most readily. I connect the account to what happens next:
Calls are tracked too, with a minimum duration, because buyers in Portugal often prefer to phone, particularly for services and trade supplies. Where calls become leads in the CRM, they join the same flow.
The flow depends on clean CRM data. In Portugal, customer records are usually matched on the tax number, which also connects the CRM to the invoicing program, so a lead that becomes a customer is not created twice. Performance Max is introduced only when this signal is reliable. Before that, it tends to favor cheap conversions and brand traffic. When CRM stages are arriving reliably, a trial runs beside Search and is judged on opportunities accepted by sales, with brand terms excluded if needed.
Tracking in Portugal operates under GDPR and Portuguese rules on electronic communications and cookies, overseen by the national data protection authority. What the banner says, which categories visitors may refuse and what the tags do after a refusal are matters your lawyer or data protection officer settles. Some offers need extra care. Online gambling in Portugal is licensed and regulated, and its advertising is restricted. Financial products, health services, medicines, alcohol and property investment offers face Portuguese rules and Google's own policies, which can include advertiser verification. I check which policies apply before campaigns are built and refer any legal question to your advisor.
Ownership stays with you: the ad account, its billing, the tags and the analytics data all sit under your company. I use access you grant, which you can revoke at any time, and I document campaign structure, naming and conversion definitions so another person can continue the work. Budget discussions avoid promises. You will not get a predicted price per click or per lead from me; those swing with sector, market and rival bidders. I explain how budget is split between Portugal and export markets, how it is paced over the month and what CRM evidence would justify an increase. Seasonal peaks, such as the tourism season for hospitality suppliers or trade fair periods for manufacturers, are planned in advance.
Landing pages often matter more than bids. The page a Portuguese buyer lands on should continue the ad's message, describe the service in natural European Portuguese, name the districts or countries you cover and give both a telephone line and a brief form, backed by evidence that can be checked. Each page gets its own brief, and its results are read alongside the ads feeding it.
Collaboration is remote and in English. Lisbon office hours and Indian office hours share a good part of the day, which leaves room for a weekly call. The usual cycle is a kick-off with sales and marketing, weekly search term reviews, a monthly decision meeting and a quarterly review of campaign types, including any Performance Max.
